Le Conseiller Digadjimbaye Youssouf Ngamiss se prononce au sortir de la plénière : « L’examen du projet de constitution de la République du Tchad est voté et sera mis à la disposition de la population. Elle est historique, dans la mesure où, cette Constitution est assortie de la Conférence nationale souveraine de 1996 à laquelle j’avais pris part. Le Dialogue Nationale Inclusive et Souveraine (DNIS) a demandé la relecture de la Constitution, ce  qui a été fait d’une manière objective et qui prend en compte les recommandations issues du DNIS. Je suis sincèrement fier de dire que cette constitution adoptée aujourd’hui à l’unanimité reflète bien l’esprit du DNIS ».
