L’Alliance des défenseurs des droits humains et de l’environnement au Tchad (Adhet) a organisé, ce 27 avril 2024, un séminaire de restructuration et de renforcement de capacité  de ses observateurs électoraux nationaux. Le séminaire s’est déroulé dans les locaux du CEFOD.

Lors de la cérémonie protocolaire, la Secrétaire générale adjointe de L’Alliance des défenseurs des droits humains et de l’environnement au Tchad (Adhet), Mme Rassem Mouga a indiqué que,  l’Adhet, fidele à sa tradition d’observation électorale, a voulu bien rééditer ses exploits des années électorales précédentes en décidant encore d’observer les élections de cette année dont la présidentielle se déroulera d’ici peu.

Pour elle, en tant que organisation responsable, l’Adhet n’attend pas bénéficier de l’appui financier quelconque venant d’un pays étranger ou d’une institution internationale pour accomplir son devoir patriotique. « Ce devoir c’est celui de contribuer à l’observation de cette élection qui, nous espérons, doit conduire au rétablissement apaisé et ordonné de l’ordre constitutionnel », a laissé entendre Mme Rassem Mouga.

Pour le Secrétaire général de l’Adhet, Abba Daoud Nandjédé, l’élection présidentielle de 2024 n’est pas comme celles des années précédentes tant dans le contexte politique, juridique qu’organisationnel. C’est pourquoi poursuit-il,  l’Adhet a décidé de restructurer sa base afin de donner de ressources humaines qualifiées pour une mission spécifique et délicate qu’est l’observation électorale.  Selon lui, l’objectif est de susciter la participation citoyenne dans le processus électoral prochain mais aussi de dissuader ou de décourager toutes tentatives de fraude. A en croire Abba Daoud Nandjédé, il s’agit aussi de « relever d’éventuelles irrégularités, d’évaluer et noter la qualité de l’élection et surtout de promouvoir la confiance entre les électeurs et le processus ainsi que la confiance des acteurs et autres parties prenantes au processus et aux résultats, puis de fournir des recommandations pour améliorer le processus pour la prochaine élection.

Par ailleurs, le secrétaire général de l’Adhet renseigne qu’au jour du vote, l’observation tiendra compte de l’ouverture des bureaux de vote, de  l’accessibilité aux bureaux de vote, du personnel électoral, en l’occurrence les  membres des bureaux de vote, du déroulement des opérations, du secret de vote, de la sécurisation des opérations, de la présence et des activités des délégués des candidats. Il n’a pas perdu de vue  d’autres éléments d’observation comme la présence des observateurs, la participation électorale, la clôture de vote et  le dépouillement.
