Prévisions météorologiques 2023 : Le DG de l’ANAM alerte sur d’éventuelles inondations

Dans une exclusivité accordée au Groupe Média Visionnaire, le Directeur général de l’Agence nationale de la météorologie (Anam), Sakine Youssouf a dévoilé la prévision météorologique 2023. Face aux risques d’inondations et de maladies, il a donné quelques conseils à tous les niveaux.

Pour le Dg de l’ANAM, Sakine Youssouf, la saison des pluies 2023 présage une situation globalement humide surtout dans la zone soudanienne et sahélienne du pays. Et d’ajouter que, durant la période Juin-Juillet-Août et Juillet-Août-Septembre, des précipitations moyennes à tendance excédentaires  seraient attendues sur la zone soudanienne et sahélienne du pays. Selon lui, des écoulements globalement équivalents à légèrement supérieurs à la moyenne de référence 1991-2020 sont attendus dans le bassin du Lac Tchad durant la saison 2023. En particulier, des écoulements normaux à excédentaires sont prévus dans le bassin du Chari, tandis que les écoulements déficitaires sont prévus dans le bassin du Logone.

Par ailleurs, il avertit que le début et la fin de saison de pluies sont généralement caractérisés par des averses de pluies accompagnées des vents violents qui font des dégâts matériels, en vie humaines et matérielles.  C’est pourquoi, il conseille de se protéger en se mettant à l’abri dès les premières manifestations telles que la formation des gros nuages cumuliformes avant l’arrivée de l’orage.

Face aux risques d’inondations, le Dg recommande aux  agriculteurs, éleveurs, gestionnaires des ressources en eau, Projets, ONG et aux autorités de renforcer la communication des prévisions saisonnières et de leurs mises à jour afin d’informer, de sensibiliser les communautés sur les risques et de créer les conditions de leur mise à l’abri, à travers notamment l’appui de la presse, des plateformes de réduction des risques de catastrophes, des ONG et des Systèmes d’Alerte Précoce du pays ;  de renforcer la veille et les capacités d’intervention des agences en charge du suivi des inondations, de la réduction des risques de catastrophes et des aides humanitaires ;  d’éviter l’occupation anarchique des zones inondables par les habitations et les cultures. Sakine Youssouf conseille aussi de renforcer les digues de protection et d’assurer la maintenance des barrages et des infrastructures routières ; de curer les caniveaux pour faciliter l’évacuation des eaux de pluies ; de suivre de près les seuils d’alerte dans les sites à haut risque d’inondation, notamment dans les zones du bassin moyen du fleuve Niger et des hauts bassins du Chari ;  de prévoir des sites d’accueil pour les populations exposées au sinistre ;  de favoriser la culture des plantes adaptées à la persistance des situations d’excès d’eau dans le sol, de maintenir la garde et de suivre les mises à jour de ces prévisions saisonnières et les prévisions de courtes et moyennes échéances que produit et diffuse l’Agence Nationale de la Météorologie. 

Quant aux risques de maladies, le Dg recommande la Sensibilisation et diffusion des informations d’alerte sur les maladies à germes climato-sensibles, en collaboration avec l’ANAM et le service de santé ; le renforcement des capacités des systèmes nationaux de santé et des plateformes nationales de réduction de risques de catastrophes ;  l’assainissement des agglomérations par des opérations de drainage et de curage des caniveaux et éviter les contacts avec les eaux contaminées;  l’appui à la lutte contre les piqures de moustiques en facilitant l’accès aux moustiquaires, aux antipaludéens et aux produits de traitement anti moustiques ; la préventiondes épizooties à germes préférant de bonnes conditions humides et le renforcement de la vigilance contre les maladies et les ravageurs des cultures tels que la chenille légionnaire et autres insectes nuisibles.
