Le Barreau du Tchad fustige la mauvaise gestion des conflits par le gouvernement

Le Barreau du Tchad a tenu un point de presse ce 12 mai 2023 à son siège pour fustiger les conditions socioéconomiques actuelles que vivent les populations Tchadiennes.Point de presse au cours duquel, le Bâtonnier a déclaré qu’au Tchad, la sacralisation de la vie humaine est un vain mot.

Selon le Bâtonnier Me Djerandi Laguerre Dionro, les droits économiques et sociaux sont  mis à  rude épreuve. Pourtant, poursuit-il, le Pacte international relatif aux droits économiques, sociaux et culturels reconnait le droit au travail et tous ses dérivés, le droit à un niveau de vie suffisant y compris une nourriture, un vêtement et un logement suffisant ainsi qu’une amélioration constante des conditions d’exercice, le droit à l’abri de la faim, de jouir du meilleur état de santé physique et mentale, le droit à l’éducation etc. De ce fait, déclare souligne le Bâtonnier, le gouvernement a l’obligation de créer des conditions pour une jouissance effective de ces droits à tous, sans discrimination aucune. Malheureusement, s’indigne –t-il, on constate la dégradation sans cesse des conditions socioéconomiques allant de la rareté du carburant, au manque d’électricité et de l’eau, au coût de vie et de transport galopants et aux conséquences sur la jouissance des droits humains. «Tout cela met en mal et en péril la vie des populations », a –t-il affirmé.

Sur les défis sécuritaires, le Barreau fustige la mauvaise gestion des conflits ou leur gestion partiale, l’implication de certaines autorités politiques, administratives, militaires et traditionnelles dans l’exacerbation des conflits, les discriminations de toutes sortes et les violences de nature à créer un repli identitaire, un  élan communautaire et ethnique, exercées par les forces de défense et de sécurité ne favorisant pas le respect des droits de l’homme, de l’Etat et la recherche de  la paix.  Se référant aux tueries dans les Monts de Lam, dans la zone de Goré et ses environnants, à la frontière Tchado-centrafricaine et dans d’autres localités, le Barreau estime que la sacralisation de la vie humaine est devenue un vain mot. En matière de justice, le Barreau réitère son interpellation sur la nomination d’un notaire en qualité de Procureur et sollicite la délocalisation de l’actuel palais de justice « dont la menace de ruine a été relevée plusieurs fois par les techniciens ».

De ce qui précède, le Barreau du Tchad interpelle les autorités sur la nécessité d’assumer leur responsabilité d’une gouvernance par le respect de tous les droits de l’homme, garantis à tous, sans discrimination aucune. Aussi, appelle –t-il les partenaires du Tchad sur la clairvoyance et l’objectivité de leurs actions et leurs appuis « qui ne doivent pas être mus par leurs intérêts ou ceux d’un groupe au détriment de la population ».
