Recrutement d’un(e) Spécialiste Chargé(e) des Questions de Sécurité pour le compte du PHASAOC
AVIS A MANIFESTATION D’INTERET POUR LE RECRUTEMENT D’UN (E) EXPERT (E) CHARGE
DE LA GESTION DES QUESTIONS LIEES A LA SECURITE
Le Gouvernement du Tchad a sollicité et obtenu l’appui de l’Association Internationale pour le Développement (IDA) et a l’intention d’utiliser une partie de ce don pour effectuer les paiements au titre du contrat relatif au recrutement d’un(e) Spécialiste Chargé(e) des Questions de Sécurité des Activités du Projet d’Harmonisation et d’Amélioration des Statistiques en Afrique de l’Ouest et du Centre (PHASAOC) Tchad.
Le candidat sélectionné doit posséder l’ensemble de qualifications prouvées suivantes :
- Formation en gestion des risques de sécurité ou combinaison appropriée d’études dans différents domaines relatifs à la sécurité ou autres domaines connexes ;
- Au moins 5ans d’expérience en matière de gestion opérationnelle des risques de sécurité dans les zones à haut risque ;
- Connaissance des processus de conformité établis au niveau international pour le secteur privé, ainsi que les bonnes pratiques internationales, et familiarité avec le processus ISO 31000, etc.
- Expérience directe en collaboration et en matière de liaison avec les autorités de l’administration territoriale et des FDS, avec les acteurs humanitaires et de développement, le secteur privé, les représentants des communautés et des sphères coutumières, traditionnelles et religieuses, les OSC et les structures de gestion au niveau des projets.
- Expérience de terrain dans le secteur humanitaire ou privé, de préférence au Tchad.
- Expérience dans la mise en œuvre de plans et de procédures de gestion des risques liés à la sécurité des projets englobant de multiples parties prenantes ;
- Intégrité, degré élevé d’auto-organisation et excellentes compétences en matière de travail d’équipe et de gestion du flux de travail ;
- Une bonne capacité dans l’analyse situationnelle de problématiques liées à la protection des sites du projet et du personnel ainsi que de la communauté ;
- Une excellente maîtrise du français et une bonne capacité de rédaction des rapports ;
- La connaissance d’une langue additionnelle (Arabe) serait un atout ; et
- Une bonne maîtrise des outils informatiques (traitement de texte, tableurs, Internet etc.).
Il est porté à l’attention des candidats que les dispositions du paragraphe 3.14 du « Règlement de Passation des marchés pour les Emprunteurs sollicitant de la Banque mondiale un Financement des Projets d’Investissement » de Juillet 2016, révisé en Novembre 2018 eten 2023 (« Le Règlement »), relatif aux règles de la Banque mondiale en matière de conflit d’intérêts sont applicables.
Les dossiers de candidature complets comportant une lettre de motivation signée, adressée au Directeur Général de l’INSEED ; un Curriculum Vitae détaillé avec les preuves des expériences acquises mentionnées dans le CV, notamment les copies des attestations et certificats de travail ou tout autre document pouvant servir de preuve ; une copie du ou des diplôme (s) requis, certificats et attestations de formation (les originaux seront vérifiés lors de la phase d’entretien)doivent être déposés sous pli fermé au Secrétariat de l’INSEEDau plus tard le 15 Avril 2024 à 15h30mn en mentionnant sur l’enveloppe le poste à pourvoir.
